George M. Lilly, planning commission chairman Washington Post George M. Lilly, 90, who chaired the Fairfax County Planning Commission during a period of major commercial and residential growth in the 1980s, died July 1 at a hospital in Winchester, Va., after a heart attack. He was a Falls Church resident.
